What is RCTV-15?
RCTV-15 is the public access station for the City of Rochester.
The mission of the station is to provide City residents the opportunity to create and air commercial-free programming.

Who can submit programs to RCTV-15?
RCTV-15 accepts programs from any Rochester resident and any Rochester-based organization.
Do I have to take a class at RCTV-15 in order to submit a program?
No.

Do I have to be a member to submit a program?
No. But we encourage everyone who engages with the station to become a member. Members are invited to participate in planning meetings and receive special online offers and discounts on classes.
How do I get my show on the air?

Do I have to produce my show at RCTV-15 in order to have it aired?
No. If you have video shooting and editing capabilities at home, you can drop off your completed show to RCTV-15 for air.
What if I do want to produce a show using RCTV-15 facilities?
If you'd like some help or access to our equipment, you can take our classes to become a producer. You can use RCTV-15's studio and video editing lab to create your show. Regardless of how you make your show, the first thing you should do is call or e-mail Rick Osborne, RCTV-15's programming coordinator. He'll explain your options in detail and reserve a slot on our programming schedule for you.

What If I don't want to produce a whole series--just one or two shows?
No problem. In addition to series, we air "specials"--one or two shows you may create from time to time. Specials play for two weeks in a regular time slot; thereafter, they will play as the programming schedule allows.
What kinds of classes do you offer?
RCTV-15 offers classes on several aspects of television production. In our studio production class, you will learn the basics of TV production as you plan and produce a series of live TV talk shows.
In the digital editing class, students learn the fundamentals of computer-based video editing on the Final Cut Pro program suite.

How do I book time in the TV studio or the Apple editing lab?
Once you have taken the studio production course and become a producer at RCTV-15, you may use the studio any time during business hours. If you've successfully completed the digital editing class, you can use the Apple editing lab any time during business hours. Simply call 325-1238 to make a reservation.
What does non-commercial broadcasting mean?
Noncommercial broadcasting means that RCTV-15 is prohibited by law from selling anything over the airwaves. This means that community producers may not air advertisements or attempt to sell anything as part of their shows.

RCTV-15 accepts DVDs, Mini-DV tapes, DVCAM tapes and S-VHS tapes.

Yes. If the show complies with the RCTV-15 Policies and Procedure manual, we will be happy to schedule it.

Yes.

How can schools get involved with RCTV-15?
The station welcomes youth-made productions, both from Rochester-based colleges and high schools. We also host a forum for high school students to share their work.
Can RCTV-15 work with me to create a video production?
Yes, RCTV-15 is also a professional production facility that will work with you to create TV shows, Public Service Announcements, event videos and other programs. Take a look at our rate sheet, or call for more info.
